Most of the preventive, promotive and curative services are delivered in the districts under primary and secondary health care. As such districts have maximum information requirements for planning, managing and readjusting their health care programs. Keeping in view this fact the maximum emphasis has been placed on the districts for the reasons:
After devolution decision making and resource management functions have been devolved from provincial to district levels.
Most of the health care operations in primary and secondary health care including outreach services take place at the district level. District is most important focal point for health management system because decisions are taken at the district level in the new scenario.
Strengthening the district for managing their health care delivery system as well as its reporting is priority of the district. As such capacity building of functionaries at district level appears more suitable.
Despite its name, DHIS design is fairly comprehensive and provides adequate information flow mechanism to cater for the information needs of international organizations, federation, provinces, districts and health care facilities.
